A typical client will be training more often than you might normally train and is only ever getting a fraction of the "gain" from a regular program. In this case, they might not benefit from bulking, or at least if they have really good bulking cycles or an adequate amount of protein per day (I've heard my clients say that the amount of protein you need to create the proper hormone environment to make muscle isn't a lot, but that depends on how much protein you are taking in as well).
